Program Overview


The Lands Department is a program designed to ensure our Reserve Lands  and Resources are managed sustainably to meet the needs of today’s membership and the future membership of Bigstone Cree Nation. Our program plays many roles within the development and preservation of our lands. We ensure, to the best of our ability, that Bigstone lands are developed  sustainably. We have a community plan, a zoning bylaw and development guidelines for residential, commercial and industrial development on  Reserve. We participate in environmental assessments for new oil & gas development and monitor active leases within the reserve.  If you, or someone you know, would like to develop reserve lands, please contact the Bigstone Lands Department, and we will assist you  in keeping our community sustainable.

Land Use Planning


Instrument Implementation

For other land uses besides residential, an instrument needs to be applied. Ex. If you are using reserve land for grazing, haying and other agricultural purposes, you are required to have an agricultural permit.

Permits

The following instruments will be applied to ALL reserve land users within Bigstone Cree Nation.

  • Agricultural– haying, grazing, farming etc.
  • Gravel and sand removal
  • Transmission Lines
  • Pipelines
  • Gas Lines
  • Telephone Lines

Leases

Before a Lease can be given to anyone, a designation of the Lands need to be completed through a referendum vote. Currently, BCN has one location on reserve 166A designated for leasing lands. Leases can be issued for the following uses on Bigstone Cree Nation reserves:

  • Businesses
  • Storage of Goods
  • Office, business/commercial establishments
  • Service centres
  • Restaurants, stores
  • Hotels
  • Financial institutions
  • Heavy Construction corporations

Setting Aside 18(2)

Bigstone Cree Nation Council, by way of BCR, may set lands aside for the benefit of Bigstone Cree Nation members rs. Examples of set aside lands include:

  • Kapaskwatinak– educational and cultural purposes
  • BCN Admin Building– General welfare of BCN members

Oil & Gas Development


Currently, we have over 170 active surface leases for oil and gas on reserve. BCN Lands department monitors these leases for environmental compliance. We also participate in conducting audits and site inspections throughout the year. The operators on the reserve include:

  • AltaGas
  • Bronco Energy
  • Cenovus (formerly Encana)
  • CNRL
  • Husky Oil
  • Perpetual Energy (formerly Paramount)
